Library: Interlibrary Loan

Bboelter: Added subsection: Interlibrary Loan Cost Limits

Interlibrary Loan is a service for requesting articles and books that are not in the library’s collection and for requesting scans of items from the library’s print collection. [https://unomaha.illiad.oclc.org/illiad/UNM/logon.html Requests for these items are made online].
== Services for UNMC Faculty, Staff, and Students ==
The interlibrary loan service is to be used for requests that are related to user's work, research, or education at UNMC. For leisure or popular titles or works not related to work at UNMC, users may contact their local public library.

There are no fees for UNMC faculty, staff, and students. Likewise, visiting students and faculty and students participating in a UNMC practicum or internship do not incur charges but may only request copies, not loans. Volunteer faculty and clinical instructors may also use this service for copies, not loans, as it relates to their work as preceptors of UNMC students.

For lost, damaged, or unreturned books, users will be charged for the full amount invoiced by the lending library plus a $15 processing charge. Items are declared lost at 30 days past the due date, then the user will be invoiced. Users with unpaid invoices will not be permitted to request interlibrary loan materials. Invoice payments are due within 30 days. If the book is returned before the invoice due date, the user will only be responsible for the $15 processing charge. After the invoice due date, users will be responsible for the full amount. No credits will be issued for books returned after the invoice due date. The library will also contact the UNMC Registrar to place a hold on student accounts. While accounts are on hold, students will be unable to:

* Register for classes

=== Interlibrary Loan Cost Limits ===
The interlibrary loan department seeks to obtain materials at reasonable costs while adhering to copyright laws by paying royalty fees as required.

To keep these costs sustainable, the interlibrary loan department will communicate with users when the cost to the library is $90 or more to inquire, before proceeding, if the request is essential to their education, research, or clinical care responsibilities. Likewise, if our periodic review of past requests for potential copyright royalty payment is $90 or more and reveals a pattern by a single user, the interlibrary loan department will inform them of the potential cost to the library for their reference in future requests.

We reserve the right to deny a request for UNMC or unaffiliated users if the cost exceeds the library’s budget.

== Services for UNMC clinical partners ==
Employees and physicians with Nebraska Medicine and Children’s Hospital and Medical Center may utilize interlibrary loan services as it relates to their work. This service is funded through their respective institutions.
== Other Groups ==
Other groups that can use interlibrary loan services include UNMC alumni and unaffiliated Nebraska professionals in need of health sciences-related materials.

Fees apply to these services: $20 for items in the library’s collection and $30 for items that the library must obtain from other libraries or sources. Books cannot be loaned or requested.

For other groups or requests outside of the scope of services, users can contact their public library interlibrary loan services for assistance.

=== Policy and Procedure ===
If you access material through the McGoogan Library’s online platforms and wish to contest its inclusion because you believe:

* you hold the copyright to material, you have not given permission for use, and the use is not covered by an exception to copyright law;
* the copyright holder (besides yourself) has not given permission for use, and the use is not covered by an exception to copyright law;
* inclusion of the material violates your rights of privacy or otherwise; or
* the material contains content that may be regarded as culturally sensitive

then please [mailto:history@unmc.edu send an email to history@unmc.edu] with the following information:

* your name, email, and phone number,
* a clear statement that you are the copyright holder or are authorized to act on behalf of the copyright holder,
* the exact URL where you found the material along with a short description,
* a clear statement that you in good faith and truthfully believe the contested material violates your rights or that the online display is culturally sensitive, along with a brief explanation supporting your assertion.

Once this information is received, the request will promptly be acknowledged, along with a request for additional details if needed. Following this, appropriate members of the university community will assess the request within 14 business days.

Upon completion of the assessment, the McGoogan Library staff will take appropriate action and notify you of the outcome. ''Potential'' outcomes may include:

* the material remains unchanged and online for unrestricted access;
* the material remains unchanged, but restricted to access by users at McGoogan Library for a defined period of time;
* the material remains unchanged, but additional descriptive context is added to aid in better understanding;
* a redacted version of the material is made accessible online; or
* the material is deemed culturally sensitive to such a degree that it is removed from online access.

Please note, the McGoogan Library aims to preserve the historical record; errors present in original items are unlikely to be removed or redacted. Upon receiving the request, it will be assessed whether context may be added to help create understanding of the historical record. An exception to this rule is if a legal concern is associated with the availability of a record; for instance, if the availability of the material violates copyright, General Data Protection Regulation (GDPR), Family Educational Rights and Privacy Act (FERPA) or Health Insurance Portability and Accountability Act (HIPAA) the item may be removed.
=== Artifact Scope ===
The Leon S. McGoogan Health Sciences Library Artifact Collection holds material that documents the origins, history, development, activities, and areas of emphasis in research, education, and clinical care at the University of Nebraska Medical Center (UNMC) and its affiliated hospitals (past and present). Additionally, it holds collections about health sciences in Nebraska that document hospital history and health sciences professional organizations.

Artifact materials are collected to support the information, instruction, and research needs of UNMC students, faculty, staff, visiting researchers, and the public. Materials are also collected with the intent of exhibiting UNMC history in the Wigton Heritage Center.

The collections are composed of rare and unique two- and three-dimensional materials created and accumulated by UNMC and its constituent members, as well as from individuals and organizations external to the medical center throughout Nebraska.

Archives staff continue to build on traditional collection strengths obtained through donations and other opportunities while responding to changes in administrative functions, scholarly or research interests, and university curriculum by developing new collections.

Archives staff are committed to developing all the following collections by acquiring unique and distinctive items not held by other libraries.

Collection Profiles:

* Artifacts tied to the history of UNMC and affiliate hospitals, partners, or communities (past and present) based on current active collecting areas identified in the larger archive scope.
* Artifacts highlighting the history of health sciences in Nebraska – This focus is secondary and done with the intent of partnering with History Nebraska and other local and regional historical institutions to minimize competition for materials.
* Education and Exhibit collection – This focus is currently under development based on future inventory of artifact holdings; use for programming, exhibit, or handling until degraded.

Material not collected:

* Collections
** Collections unrelated to the university's academic mission or the library's existing holdings
** Collections unrelated to the history of health sciences in Nebraska
** Collections that lack documented and verifiable provenance information
* Materials
** Duplicates of material already in the artifact collections unless the duplicate copy is in better condition or has more complete provenance.
** Material in poor physical condition
** Material containing hazardous materials, mold, insect infestation, or dampness.
** Plaques, busts, and statuesque awards

=== Art Scope ===
The Leon S. McGoogan Health Sciences Library Art Collection holds material focused on the history of health sciences and the adjacent field of medical humanities. The primary emphasis is on materials with significant provenance and use case for health science education and research.

Collection Profile:

* History of health sciences with significant provenance and use case for education and research. Examples include subject matter related to historical moments, health science subject matter or artist, or health science influence or material.
* This is not a current active collecting focus for the library.

Material not collected:

* Plaques, busts, and statuette awards
* Faculty portraiture
* Duplicates of material already in the art collections unless the duplicate copy is in better condition.
* Material in poor physical condition
* Material containing hazardous materials, mold, insect infestation, containing body or biohazard material, or dampness.
* Office décor/kitsch/general interest pieces

Art and artifact donations must have a verifiable history of ownership (provenance). For legal and ethical reasons, the library does not acquire an object without proof that it was outside its country of origin before 1970 or legally exported. The library does not collect cultural property without provenance, human remains, or objects containing hazardous materials.

=== Chronological ===
Archival material from the late-19th century to the present

=== Materials and Subject Areas Not Collected ===
Collections

* Collections that are primarily in foreign languages
* Collections unrelated to the university's academic mission or the library's existing holdings
* Collections unrelated to the history of health sciences in Nebraska
* Current local, state, and federal government records

Material

* Autographs (signatures with no historically significant information) in most cases
* Correspondence and administrative files documenting routine activities such as room scheduling, travel logistics, etc.
* Duplicates of material already in the archival collections unless the duplicate copy is in better condition.
* Financial documents such as vouchers, receipts, and canceled checks.
* Material in poor physical condition
* Material containing hazardous materials, mold, insect infestation, or dampness.
* Medical records
* News publications not generated by UNMC or hospital affiliates.
* Popular magazines
* Research notes
* Scholarly journals not generated by UNMC or hospital affiliates.
* Student records, including transcripts, applications, letters of recommendation, and graded student work.

=== Acquisition Criteria ===
Decisions on adding materials to the archives are based on several criteria including, but not limited to:

* Available resources to properly house and maintain the collection.
* Available storage space.
* Fit within the collecting scope.

Material need not be "old" to be accepted. We accept many formats, including paper-based and digitally based files. Generally, library staff are more interested in a coherent body of material than individual items. University records collecting preference is given to those who provide complete collections or regularly deposit accrued material.

All donations are subject to review by the library's Special Collections and Archives Department. We reserve the right to determine retention, location, cataloging treatment, and other considerations relating to the use and disposition of the material. Any limitations must be approved by the Associate Dean of Special Collections and Archives at the time of accession into the collection.

University of Nebraska Medical Center (UNMC) in a responsive, user-centered manner.
== Audience ==
The McGoogan Library primarily serves the faculty, students, researchers, and staff of
UNMC. The library also serves the health practitioners of UNMC’s clinical partners and
the public.
== General Selection Guidelines ==
# Subject Areas: The collection represents the disciplines of UNMC’s colleges and institutes. [https://classification.nlm.nih.gov/outline National Library of Medicine Classification] QS – WZ. Limited collecting is done in subjects outside of the health sciences, and they generally include topics falling into the BF, H, LB, and Q classification. [https://www.loc.gov/catdir/cpso/lcco/ Library of Congress Classification]
# Books: Books are purchased ad hoc, based on the curricular and research needs and user requests. Electronic formats are preferred when available and where cost and licensing terms are favorable. Print books are generally preferred for:
#* Study materials and exam guides
#* Titles authored by UNMC-affiliated individuals
# Journals: Journals comprise most of the library’s collection. Current journal subscriptions are only in electronic format. Older print volumes may be retained based on space and availability of the materials through other libraries.
# Anatomical Models: The library maintains a collection of anatomical models that support the curricular needs of the institution.
# Other Online Resources: The library subscribes to a variety of databases and other electronic resources. Examples may include citation databases and clinical support tools.
# Languages: The library only collects English language materials, with two exceptions:
#* Foreign language journals or books that come as part of a package subscription or an Open Access collection.
#* Foreign language communication guides for health practitioners.
# Geographic Limits: The library collects books and journals from international English-language publishers.
# Material Age Limits: The library’s collection is developed with an emphasis on current information resources.
# General Exclusions: The following materials are generally excluded, although exceptions are made: introductory undergraduate textbooks, loose-leaf publications, newsletters, and workbooks.
# Duplication: Duplication of formats is mostly avoided except in limited circumstances, such as when an electronic version of a high-use book becomes available after a print version has been purchased.
# Gifts: The library selectively accepts gifts of books that meet the selection criteria of the collection. The library cannot guarantee a donor that their gift will be added to the collection. Disposition and retention are at the discretion of the library. The library does not accept donations of print journals.

== Guidelines for Withdrawal or Cancellation of Materials and Resources ==
=== Withdrawal of Physical Materials ===
The following materials may be withdrawn without notification or consultation of users:
* Older editions of textbooks or study resources
* Out-of-scope books or other items no longer supported by the curriculum
* Books or other items in poor condition
** If the content and circulation of the item makes it worthy of retention, it will be repaired or replaced if possible
* Open Access resources not hosted by the library

Retention of materials in the collection is at the discretion of the Head of Collection Development and Metadata in consultation with the Library Dean and Associate Dean, when appropriate. Retention decisions reflect many variables, such as space, currency, and educational and clinical relevancy.
=== Withdrawal/Suppression of Owned Ebooks ===
Ebooks purchased with perpetual access rights may be withdrawn or suppressed within the catalog at the discretion of the library. Common circumstances include:
* Any high-use ebook with a newer edition (in print or online)
* Any superseded pharmacotherapeutic, clinical, or other ebooks intended for use at the point of care.
=== Cancellation of Subscription Resources ===
The library regularly reviews serials and other online resources to ensure their
relevance and value for the collection. Resources being considered for cancellation may
be presented to campus for comment and feedback before final cancellation. The
following factors may be considered:
* Usage statistics
* Cost per use
* Subject scope and relevance to the library’s primary users
* Uniqueness of content
* Availability of other access
* Terms of license and subscription
* Campus feedback in response to the proposed cancellation
=== Collaborative Relationships ===
The library relies on relationships with the libraries within the University of Nebraska
system and other library consortia to augment the collection through shared licensing of
online resources.
