The guidelines described in this Collection Development Policy are designed to support&lt;br /&gt;
the mission of the McGoogan Health Sciences Library and apply to the general,&lt;br /&gt;
circulating collection. The acquisition and retention of resources are based on meeting&lt;br /&gt;
the educational, research, and clinical needs and the institutional values of the&lt;br /&gt;
University of Nebraska Medical Center (UNMC) in a responsive, user-centered manner.&lt;br /&gt;
== Audience ==&lt;br /&gt;
The McGoogan Library primarily serves the faculty, students, researchers, and staff of&lt;br /&gt;
UNMC. The library also serves the health practitioners of UNMC’s clinical partners and&lt;br /&gt;
the public.&lt;br /&gt;
== General Selection Guidelines ==&lt;br /&gt;
# Subject Areas: The collection represents the disciplines of UNMC’s colleges and institutes. [https://classification.nlm.nih.gov/outline National Library of Medicine Classification] QS – WZ. Limited collecting is done in subjects outside of the health sciences, and they generally include topics falling into the BF, H, LB, and Q classification. [https://www.loc.gov/catdir/cpso/lcco/ Library of Congress Classification]&lt;br /&gt;
# Books: Books are purchased ad hoc, based on the curricular and research needs and user requests. Electronic formats are preferred when available and where cost and licensing terms are favorable. Print books are generally preferred for:&lt;br /&gt;
#* Study materials and exam guides&lt;br /&gt;
#* Titles authored by UNMC-affiliated individuals&lt;br /&gt;
# Journals: Journals comprise most of the library’s collection. Current journal subscriptions are only in electronic format. Older print volumes may be retained based on space and availability of the materials through other libraries.&lt;br /&gt;
# Anatomical Models: The library maintains a collection of anatomical models that support the curricular needs of the institution.&lt;br /&gt;
# Other Online Resources: The library subscribes to a variety of databases and other electronic resources. Examples may include citation databases, clinical support tools, and writing resources.&lt;br /&gt;
# Languages: The library only collects English language materials, with two exceptions:&lt;br /&gt;
#* Foreign language journals or books that come as part of a package subscription or an Open Access collection.&lt;br /&gt;
#* Foreign language communication guides for health practitioners.&lt;br /&gt;
# Geographic Limits: The library collects books and journals from international English-language publishers.&lt;br /&gt;
# Material Age Limits: The library’s collection is developed with an emphasis on current information resources.&lt;br /&gt;
# General Exclusions: The following materials are generally excluded, although exceptions are made: introductory undergraduate textbooks, loose-leaf publications, newsletters, and workbooks.&lt;br /&gt;
# Duplication: Duplication of formats is mostly avoided except in limited circumstances, such as when an electronic version of a high-use book becomes available after a print version has been purchased.&lt;br /&gt;
# Gifts: The library selectively accepts gifts of books that meet the selection criteria of the collection. The library cannot guarantee a donor that their gift will be added to the collection. Disposition and retention are at the discretion of the library. The library does not accept donations of print journals.&lt;br /&gt;
&lt;br /&gt;
== Guidelines for Withdrawal or Cancellation of Materials and Resources ==&lt;br /&gt;
=== Withdrawal of Physical Materials ===&lt;br /&gt;
The following materials may be withdrawn without notification or consultation of users:&lt;br /&gt;
* Older editions of textbooks or study resources&lt;br /&gt;
* Out-of-scope books or other items no longer supported by the curriculum&lt;br /&gt;
* Books or other items in poor condition&lt;br /&gt;
** If the content and circulation of the item makes it worthy of retention, it will be repaired or replaced if possible&lt;br /&gt;
* Open Access resources not hosted by the library&lt;br /&gt;
&lt;br /&gt;
Retention of materials in the collection is at the discretion of the Head of Collection Development and Metadata in consultation with the Library Dean and Associate Dean, when appropriate. Retention decisions reflect many variables, such as space, currency, and educational and clinical relevancy.&lt;br /&gt;
=== Withdrawal/Suppression of Owned Ebooks ===&lt;br /&gt;
Ebooks purchased with perpetual access rights may be withdrawn or suppressed within the catalog at the discretion of the library. Common circumstances include:&lt;br /&gt;
* Any high-use ebook with a newer edition (in print or online)&lt;br /&gt;
* Any superseded pharmacotherapeutic, clinical, or other ebooks intended for use at the point of care.&lt;br /&gt;
=== Cancellation of Subscription Resources ===&lt;br /&gt;
The library regularly reviews serials and other online resources to ensure their&lt;br /&gt;
relevance and value for the collection. Resources being considered for cancellation may&lt;br /&gt;
be presented to campus for comment and feedback before final cancellation. The&lt;br /&gt;
following factors may be considered:&lt;br /&gt;
* Usage statistics&lt;br /&gt;
* Cost per use&lt;br /&gt;
* Subject scope and relevance to the library’s primary users&lt;br /&gt;
* Uniqueness of content&lt;br /&gt;
* Availability of other access&lt;br /&gt;
* Terms of license and subscription&lt;br /&gt;
* Campus feedback in response to the proposed cancellation&lt;br /&gt;

The library relies on relationships with the libraries within the University of Nebraska&lt;br /&gt;
system and other library consortia to augment the collection through shared licensing of&lt;br /&gt;

&lt;div&gt;Oral history interviews offer a space for narrators to document their individual truths, memories, recollections, and perspectives. Multiple individuals may have different recollections and emotions around the same event. These differences do not invalidate each other but point to the profoundness of memory and human experience. Oral history interviews, therefore, do not serve as an overarching “official truth.”  &lt;br /&gt;
&lt;br /&gt;
As society’s understanding and knowledge changes over time, and as not every detail of an oral history can be footnoted, edited, validated, or verified, it is up to researchers to assess any statements contained in the oral history recordings and transcripts. To assist in these efforts, transcripts have been edited according to the McGoogan Health Sciences Library Oral History Style Guide, with footnotes added to better provide context where relevant.  &lt;/div&gt;</summary>

&lt;div&gt;The Leon S. McGoogan Health Sciences Library&#039;s Robert S. Wigton Department of Special Collections and Archives collects information and archival materials on the history of medicine and the other health professions in Nebraska, and the history of the UNMC campus community. It is Nebraska’s repository for medical-related archival materials, artifacts, and rare books. We welcome everyone to access our collections, regardless of academic affiliation. Although our collections are non-circulating, they are available for use in the library’s Level 8 Researcher Reading Room.&lt;br /&gt;

The Researcher Reading Room is open by appointment only. Please fill out our [https://unmc.libwizard.com/f/HistoryResearch research form] to register and request to use research materials. &lt;div&gt;== History of the Collection ==&lt;br /&gt;
The Leon S. McGoogan Health Sciences Library’s (library) rare book collection was built over the university’s 140-year history. Books were both purchased and donated to the collection. The library inherited books from the faculty of predecessors, the Omaha Medical College (1881-1902) and the University of Nebraska College of Medicine (UNMC).&lt;br /&gt;
&lt;br /&gt;
LeRoy Crummer, MD (1872-1934), a noted cardiologist and a professor at the University of Nebraska College of Medicine, was an avid bibliophile and a recognized authority on books of medical and historical significance. From 1920 to 1930, Dr. Crummer travelled widely in Europe, purchasing books for his own collections as well as the College of Medicine library.&lt;br /&gt;
Surgeon Robert Moes, MD (1905-1988), a 1929 graduate of the College of Medicine, assembled one of the world’s finest collections of rare medical books while practicing in California. The collection was donated to the library from the 1940s through 1980s.&lt;br /&gt;
Charles F. Moon, MD (1890-1970) was a 1914 graduate of the University of Nebraska College of Medicine and professor in obstetrics and gynecology. In 1955, he donated his collection of rare books related to obstetrics and gynecology to the library.&lt;br /&gt;
Leon S. McGoogan, MD (1900-1993), Omaha obstetrician and the library’s namesake, built upon the foundation laid by Drs. Crummer, Moon, and Moes. A passionate collector, Dr. McGoogan concentrated on works in obstetrics and gynecology, his medical specialty. He donated many books during his lifetime and bequeathed the remainder of his personal collection to the library through his estate, after his death in 1993.&lt;br /&gt;
H. Winnett Orr, MD (1887-1956) was an orthopedic surgeon who helped found the Nebraska Orthopedic Hospital and he served in World War I. An interest in the history of surgery led Dr. Orr to collect works on surgery, orthopedics, and military medicine. Dr. Orr gave his collection to the American College of Surgeons (ACS). ACS transferred the collection to the library in 1974 as a permanent loan.&lt;br /&gt;

The library’s rare books are arranged following the National Library of Medicine classification system. The H. Winnett Orr Collection maintains Dr. Orr’s original numbering system.&lt;br /&gt;
== Guiding Principles for Collecting ==&lt;br /&gt;
The library acquires materials that serve UNMC and our diverse local, regional, national, and international research communities. Building upon existing strengths in  order to support deep research and knowledge creation, the library employs a reparative collecting strategy. Most of the collections are comprised of books created in Western Europe and North America, in languages such as English, French, German, Latin, and Italian.&lt;br /&gt;
The library is committed to addressing imbalances. Despite our success in building a nationally and internationally recognized collection, our holdings remain imbalanced in significant ways. Such imbalances may occur in geographical coverage, formats, languages and scripts, ethnicity, gender, and culture. It is a priority for the library to address these imbalances by collecting creatively and proactively and to acquire books created in areas of the world that fall outside of Western Europe and North America and/or created in languages other than those listed above.&lt;br /&gt;
In short, the library aims for a broad-based general collection in support of other Special Collection and Archive (SCA) archival or artifact collections, instruction, exhibition, and research.&lt;br /&gt;

McGoogan Health Sciences Library Special Collections and Archives collects information and archival materials on the history of medicine and the other health professions in Nebraska, and the history of the UNMC campus community. It is Nebraska’s repository for medical-related archival materials, artifacts, and rare books. We welcome everyone to access our collections, regardless of academic affiliation. Although our collections are non-circulating, they are available for use in the library’s Level 8 Researcher Reading Room.&lt;br /&gt;

The Researcher Reading Room is open by appointment only. Please fill out our [https://unmc.libwizard.com/f/HistoryResearch research form] to register and request to use research materials. We ask for notice of at least two business days so we can prepare your materials. The Leon S. McGoogan Health Sciences Library’s (library) rare book collection was built over the university’s 140-year history. Books were both purchased and donated to the collection. The library inherited books from the faculty of predecessors, the Omaha Medical College (1881-1902) and the University of Nebraska College of Medicine (UNMC).&lt;br /&gt;
&lt;br /&gt;
LeRoy Crummer, MD (1872-1934), a noted cardiologist and a professor at the University of Nebraska College of Medicine, was an avid bibliophile and a recognized authority on books of medical and historical significance. From 1920 to 1930, Dr. Crummer travelled widely in Europe, purchasing books for his own collections as well as the College of Medicine library.&lt;br /&gt;
Surgeon Robert Moes, MD (1905-1988), a 1929 graduate of the College of Medicine, assembled one of the world’s finest collections of rare medical books while practicing in California. The collection was donated to the library from the 1940s through 1980s.&lt;br /&gt;
Charles F. Moon, MD (1890-1970) was a 1914 graduate of the University of Nebraska College of Medicine and professor in obstetrics and gynecology. In 1955, he donated his collection of rare books related to obstetrics and gynecology to the library.&lt;br /&gt;
Leon S. McGoogan, MD (1900-1993), Omaha obstetrician and the library’s namesake, built upon the foundation laid by Drs. Crummer, Moon, and Moes. A passionate collector, Dr. McGoogan concentrated on works in obstetrics and gynecology, his medical specialty. He donated many books during his lifetime and bequeathed the remainder of his personal collection to the library through his estate, after his death in 1993.&lt;br /&gt;
H. Winnett Orr, MD (1887-1956) was an orthopedic surgeon who helped found the Nebraska Orthopedic Hospital and he served in World War I. An interest in the history of surgery led Dr. Orr to collect works on surgery, orthopedics, and military medicine. Dr. Orr gave his collection to the American College of Surgeons (ACS). ACS transferred the collection to the library in 1974 as a permanent loan.&lt;br /&gt;

== Guiding Principles for Collecting ==&lt;br /&gt;
The library acquires materials that serve UNMC and our diverse local, regional, national, and international research communities. Building upon existing strengths in  order to support deep research and knowledge creation, the library employs a reparative collecting strategy. Most of the collections are comprised of books created in Western Europe and North America, in languages such as English, French, German, Latin, and Italian.&lt;br /&gt;
The library is committed to addressing imbalances. Despite our success in building a nationally and internationally recognized collection, our holdings remain imbalanced in significant ways. Such imbalances may occur in geographical coverage, formats, languages and scripts, ethnicity, gender, and culture. It is a priority for the library to address these imbalances by collecting creatively and proactively and to acquire books created in areas of the world that fall outside of Western Europe and North America and/or created in languages other than those listed above.&lt;br /&gt;
In short, the library aims for a broad-based general collection in support of other Special Collection and Archive (SCA) archival or artifact collections, instruction, exhibition, and research.&lt;br /&gt;

The library’s resources and public spaces may be used by all users during regular business hours. The library is accessible after hours for UNMC faculty, staff, and students and other affiliates. A current UNMC ID or Nebraska Medicine badge is required for building access. A UNMC NetID or public access computer pass (for walkin, Nebraska Medicine, guests, and public users) is required to access the library’s electronic resources. == Library Spaces ==&lt;br /&gt;
The library’s public spaces are located on Level 6 and Level 7 of Wittson Hall. Level 6 is a designated collaborative learning space and a reasonable level of noise is to be expected. Level 7 is a designated quiet study space. Cell phones and other electronic devices should be set to a silent mode when entering the library. Users are encouraged to use the Level 6 entrance area for brief, quiet telephone conversations.&lt;br /&gt;

== Services for UNMC Faculty, Staff, and Students ==&lt;br /&gt;
This service is to be used for requests that are related to user&#039;s work, research, or education at UNMC. For leisure or popular titles or works not related to this work at UNMC, users may contact their local public library for service.&lt;br /&gt;
&lt;br /&gt;
There are no fees for UNMC faculty, staff, and students. Likewise, visiting students and faculty and students participating in a UNMC practicum or internship do not incur charges but may only request copies, not loans. Volunteer faculty and clinical instructors may also use this service for copies, not loans, as it relates to their work as preceptors of UNMC students.&lt;br /&gt;
&lt;br /&gt;
For lost, damaged, or unreturned books, charges will be assessed on the user for the amount invoiced by the lending library. Library fees are [https://app1.unmc.edu/forms/library/fees/ paid online]. Invoicing procedures will start 30 days after the due date. Users with unpaid invoices will not be permitted to request interlibrary loan materials. The library will also contact the UNMC Registrar to place a hold on student accounts. While accounts are on hold, students will be unable to:&lt;br /&gt;

* Request transcripts,&lt;br /&gt;

Like other Library resources, criteria for selection and preservation will be consistent. Materials selected for digital stewardship and preservation carry with them the library’s commitment to maintain the materials for as long as needed or desired.&lt;br /&gt;

The library will strive to:&lt;br /&gt;
* Comply with the OAIS reference model, and other digital preservation standards and practices&lt;br /&gt;
* Develop a scalable and realistic digital preservation infrastructure&lt;br /&gt;
* Manage hardware, software, and storage media components in accordance with industry standards and security requirements &lt;br /&gt;
* Ensure interoperability and long-term sustainability by using open-source formats and software whenever feasible&lt;br /&gt;
* Ensure the integrity of data by guaranteeing that it is the same as it was when it was originally recorded&lt;br /&gt;
* Create and maintain adequate metadata (e.g., administrative, descriptive, preservation, provenance, rights, and technical) necessary for the ongoing use of the digital assets&lt;br /&gt;
* And comply with copyright, intellectual property rights, and/or other legal rights related to copying, storage, modification, and use of digital resources&lt;br /&gt;
== Scope ==&lt;br /&gt;
The library’s levels of commitment as outlined below recognize that developing solutions for “born-digital” materials inform solutions for the other categories. This statement does not imply that these assets are inherently more valuable or important than any of the other categories and/or our traditional, analog materials.&lt;br /&gt;
* Born-digital materials: Rigorous effort will be made to ensure preservation in perpetuity of materials selected for preservation, both Library resources and institutional records.&lt;br /&gt;
* Digitized materials (no available analog): All reasonable steps must be taken to preserve materials without a print analog when re-digitization is not possible or if re-digitization would pose further harm to the physical item.&lt;br /&gt;
* Digitized materials (available analog): Reasonable measures will be taken to extend the life of the digital objects with a readily available print analog. However, the cost of re-digitizing as needed will be weighed against the cost of preserving the existing digital objects.&lt;br /&gt;
* Other items and materials: No preservation steps will be taken for materials requested for short-term use, such as materials scanned for research or exhibits, or for content that does not meet the requirements of the Collection Management Policy (link when policy exists).&lt;br /&gt;
&lt;br /&gt;
Each of the above content sources may present content of varying types which require different preservation strategies. The List of Preferred File Formats gives an overview of many of the content types the library encounters, as well as recommendations for format types that are most suited for long-term preservation. The library will likely acquire materials in additional formats in the future, and preservation strategies will be developed to accommodate new formats as needed.&lt;br /&gt;
== Financial Commitment ==&lt;br /&gt;
The library is committed to digital preservation and has identified specific resources to support its digital preservation program. The Digital Archivist is a permanent position that has digital preservation explicitly written into their job description, with annual professional development funding as a priority. The library has committed to maintaining funding for a comprehensive digital preservation system, Preservica, as well as diverse data storage solutions.&lt;br /&gt;
== Roles and Responsibilities ==&lt;br /&gt;
Preservation of any format requires a community of collaborative partners to be successful, and is an ongoing cycle of actions and decisions, not a single event. Libraries, archives, and their staff are traditionally responsible for preserving and providing access to the scholarly record, and this does not change as formats become more predominantly digital. To achieve success, responsibility for the preservation of digital materials requires the participation of archivists, Library staff, Campus IT, Library administration, and University administration.&lt;br /&gt;
* McGoogan Health Sciences Library&lt;br /&gt;
** Is entrusted to provide access to scholarly and historically important materials. As a continuation of this responsibility to preserve information in analog formats, the Library assumes responsibility for the long‐term * preservation of, and access to, digital materials of enduring value that are entrusted to our care.&lt;br /&gt;
* Library Administration&lt;br /&gt;
** Is committed to supporting an environment in which digital preservation is regarded as a critically necessary endeavor. This support includes providing adequate managerial and financial commitment to develop a * digital preservation program. Resource allocation in support of digital preservation is crucial to the future of valuable digital materials created, owned, or managed by the library.&lt;br /&gt;
* Content Creators &amp;amp; Archivists&lt;br /&gt;
**Content creators and archivists play a key role in identifying and collecting digital content. Due to a higher risk of loss associated with digital formats, content creators and archivists must collaborate closely to manage digital assets throughout their entire lifecycle. Members of this stakeholder group will be responsible for a wide variety of tasks. Their work includes best practices and procedures.&lt;br /&gt;
* University of Nebraska Medical Center (UNMC) Campus IT&lt;br /&gt;
** The preservation of digital materials requires a much higher involvement of information technology experts than needed with analog materials. Campus IT provided conceptual advice at the inception of the program and will continue to provide technical support to ensure its success.&lt;br /&gt;
== Challenges ==&lt;br /&gt;
The library recognizes that there are several challenges to implementing an effective digital preservation policy, such as:&lt;br /&gt;
* Change: Technology changes frequently, and with it, formats, and dissemination mechanisms. As the Library&#039;s digital collection diversifies over time, staff will be required to monitor the changing needs of materials, and update policies and procedures based on these needs.&lt;br /&gt;
* Rapid growth: The University&#039;s official record is increasingly available only in digital format. The library’s digitized collection grows each year. Stewarding these materials requires a concerted investment in technological equipment, resources, and staff that must scale with increasing demands and obligations.&lt;br /&gt;
* Sustainability: A sustainable digital preservation model responds to change with appropriate new technology and increases in staffing. Cost modeling numbers are difficult to come by in the field, but noteworthy advancements are being made. The library requires sufficient funding for operations and major improvements to manage its digital collections and to sustain funding for ongoing digital preservation efforts. A digital preservation policy requires adequate resources. The library must refrain from promising more than it can deliver.&lt;br /&gt;
* Selection: Realistically, the Library cannot preserve everything. It is vital that sensible selection processes and criteria be developed.&lt;br /&gt;
* Management: Additional thought must be given to the coordination and oversight of digital collections that are to be preserved. To balance the sometimes competing goals of access and preservation, the Library will focus on the role preservation plays in access.&lt;br /&gt;
* Partnerships: The Library is committed to working with content providers including creators, donors, and others to preserve their content.&lt;br /&gt;
* Expertise: The Library must commit to hiring or developing staff with the requisite expertise to operate a robust digital preservation program. Additionally, the library must be committed to continually update staff skills as technologies change.&lt;br /&gt;
* Rights: The changing landscape surrounding intellectual property rights impacts the ability to provide access to digital materials and can impact digital preservation efforts. In addition, the library must function as a steward for materials that are in-copyright and have access restrictions.&lt;br /&gt;
== Security ==&lt;br /&gt;
Assigning security measures reduces risks of data loss and/or damage and enables ability to maintain rights management of digital objects. Security protocols may include, but are not limited to, firewalls, intrusion detection, and assigned access and use privileges. UNMC implements cyber security protocols and technologies using software and capitalizing on vendors’ services.&lt;br /&gt;
== Access &amp;amp; Use ==&lt;br /&gt;
The library acquires, manages, and preserves digital resources so that they remain accessible to its constituents over the long term. Certain limitations may be placed on access due to legal obligations, donor agreements, and other reasons, but, in so far as possible, the library endeavors to make its digital resources openly available to all users.&lt;br /&gt;
== Review of Policy ==&lt;br /&gt;
